1980년대에는 노동조합이 눈에 띄게 증가되었으며, 산업화 및 도시화가 가속화되었다. 이로 인하여 환경오염과 산업재해는 물론 가정문제와 장애인문제, 청소년 비행문제 및 노인문제가 대두되었다. 헌법 제32조 2항에서는 “국가는 사회보장, 사회복지의 증진에 노력할 의무를 진다.”고 규정하면서 생존권 규정을 강화하였으며, 사회복지에 대한 국가의 책임을 강조하였다. 이러한 사회적 배경에 의해 새로운 사회복지가 입법될 필요성이 끊임없이 제시되었고, 아래와 같은 법률이 제정되었다.
•1986. ‘국민연금법’ (국민연금복지법 폐지, 1988시행), ‘최저임금법’(1988.1.1.시행)

1990년대 이후의 사회복지법은 종래의 사회복지입법을 개정하거나 확대하는 방향으로 실시되었으며, 2000년 이후에는 끊임없이 변화하는 시대에 발맞추어, 새로운 시대에 맞는 사회복지입법이 늘어나고 있다. 이와같이 법체계가 다수 정비되면서, 보다 구체적인 사항을 다루게 되었다. 또한 국가가 사회보장에 대한 책임과 의무를 지며, 이를 적극적으로 실현하는 방향으로 고정되었다. 또한 기존의 사회복지법과 다르게 인권 등의 개념이 새롭게 반영되고있는 추세를 보이고 있다. 이 시기에 제정된 사회복지법은 아래와 같다.
